Conservation Work Comes with Documentation
Edwin Barrow manages natural areas for the St. Johns County Parks Department in northeast Florida. The department oversees roughly 100 sites, and Barrow focuses on 10 grant-funded conservation properties where accurate records support land management, state reporting, and long-term stewardship.

His work includes treating exotic and non-native plants, documenting herbicide applications, and building a prescribed-burn program. Each task depends on location. Herbicide records must show where treatment occurred and how much area crews covered, while prescribed-burn plans require maps of burn units, ignition lines, hazards, and surrounding conditions.
A rough location is not enough. Barrow needed field data he could measure, defend, and turn into a finished map.
When a Small Error Becomes a Big Problem
Barrow first used a handheld consumer GPS receiver with Google Earth — a low-cost way to begin collecting field data that also revealed its limits.
📍 15 to 20 Feet Off
The receiver often placed features 15 to 20 feet away from their actual location. In one case, a treatment polygon appeared in a parking lot even though Barrow had worked inside a natural area.
📐 Small Areas, Big Impact
Some treatment areas covered only 500 to 1,000 square feet. A 15-foot error could significantly change the calculated area and weaken the final report.
⚖️ Searching for a Middle Ground
Barrow and his supervisor began looking for a reasonably priced GPS receiver that could deliver sub-meter accuracy without moving into a more expensive survey-grade system. They selected the Bad Elf Flex Mini.
A Compact Field Kit
Barrow mounts the Bad Elf Flex Mini and his smartphone together on a bracket, turning the two devices into one small field unit. He then connects the Flex Mini to the Florida Department of Transportation RTK network.
Barrow expected the setup to feel complicated, but an online tutorial and the Bad Elf Flex app helped him configure the correction service with no trouble.
St. Johns County Public Works also helped with the rollout. That department already used Bad Elf equipment, so staff shared their standard operating procedures, demonstrated the receiver, and let Barrow test it before the Parks Department made its purchase. The internal trial gave Barrow real evidence — he could show his supervisor that the Flex Mini delivered the accuracy their reporting required.
From Field Track to Finished Map
Barrow built a simple workflow around the Bad Elf Flex app and KML files: Collect. Export. Upload. Map.
1. Collect the Feature
In the field, Barrow uses the Flex app to record points, lines, and polygons — herbicide treatment areas, property features, future burn-unit boundaries, ignition lines, hazards, or trail routes. He can review the data inside the app or open it through a compatible third-party application. The Flex Mini typically produces about 3 to 5 feet of accuracy under canopy, and consistently delivers sub-meter performance when connected to the Florida RTK network. During one county environmental project under clear, unobstructed sky, Barrow observed accuracy of roughly one inch.
Environmental fieldwork rarely happens beneath perfect sky. Pine flatwoods, hardwood hammocks, and dense vegetation can block or weaken satellite signals, but Barrow still sees a major improvement over the older handheld receiver in those conditions. That difference gives him greater confidence that the polygon on the screen reflects the work completed on the ground.
2. Export the KML
When the collection is complete, Barrow exports the feature as a KML file. The format gives him flexibility because it can move into formal GIS software or open directly in Google Earth. That compatibility helped Barrow begin working with spatial data before he received a dedicated GIS software license.
3. Send it to the Cloud
Barrow sends the KML directly to his cloud account while he is still in the field. No connecting the receiver to a computer, downloading files manually, or dragging data between folders.
4. Open it at the Office
The file is already waiting on his desktop when he returns. Barrow can begin calculating areas, preparing reports, and building maps without repeating the transfer process. The workflow is simple: Collect. Export. Upload. Map.
The Flex Mini improves the location, the app packages the fieldwork, and the cloud removes the cable shuffle.
Better Data for Better Land Management
The Flex Mini supports several parts of Barrow's work.
Herbicide Reporting
Barrow must document each herbicide application. The record includes basic operational details, but location and treatment area carry special weight. By walking or mapping the treatment boundary, he can calculate the square footage and connect the application to a defined place. More accurate geometry produces a more credible report.
Prescribed-Burn Planning
St. Johns County is developing its prescribed-burn program. The next phase will require maps showing burn-unit perimeters, ignition lines, internal hazards, aerial context, and other information required in the burn prescription. The Flex Mini will let Barrow collect those features in the field and bring them into the mapping process — the same receiver that measures a treatment polygon can help outline a future burn unit.
Environmental Collaboration
Barrow also works with the county's environmental department, which invited him into the field to compare the Flex Mini with its existing phone-based workflow. Under clear sky, the Flex Mini delivered the strongest accuracy Barrow had observed. The test created an opening for broader collaboration, and Barrow hopes to support more environmental GIS projects while helping other departments evaluate sub-meter field collection.

Barrow does not believe agencies need to begin with the most complex GIS environment. He started with Google Earth because it was free, familiar, and compatible with KML — giving him basic tools to create points, draw lines, build polygons, measure areas, and review field data. He later worked with county leadership and the GIS department to obtain the software he needed for more independent reporting, reducing his dependence on another department and helping him complete maps as deadlines approached.
His advice to other parks and conservation teams is practical:
- Start with basic concepts.
- Use available tutorials.
- Learn the tools in layers.
- Invest enough to obtain the accuracy the work requires.
Modern GNSS applications no longer need to feel like a cockpit full of mystery switches. Barrow found the Bad Elf interface straightforward, even when connecting to an RTK network for the first time.
Accuracy Supports Stewardship
St. Johns County protects properties that include pine flatwoods, wetlands, hardwood hammocks, waterways, and recreational trails. One of Barrow's favorite sites spans roughly 2,000 acres near the Tolomato River, bringing together several Florida habitats and supporting horseback riding, mountain biking, wildlife, and public access.
Managing land like that requires more than walking the property. It requires evidence. Where did the treatment occur? How large was the area? Where should the burn unit begin and end? Can another department reuse the data? Does the final map reflect the ground?
The Bad Elf Flex Mini helps Barrow answer those questions with greater confidence. The device does not replace his land-management knowledge. It gives that knowledge a better boundary.
